To use this attenuator simply connect it between your radio and a directional antenna and tune the radio 4Mhz up or down from the transmitter frequency.
This attenuator pairs very nicely with a tape measure antenna and an inexpensive Quansheng UV-5K(Shown But Not Included) running the EGZUMER firmware as it provides a signal strength meter. We hosted a fox hunt for a local scouting event and all the transmitters were found in just over an hour by all the groups.
